Effective July 1, 2025: Eligibility for the Monthly EV Parking Discount program will require proof of low-income qualifiers.

Existing monthly EV account holders

The 50% discount for monthly parking will end effective August 1, 2025 for all existing monthly EV accounts.  Please complete one of the following three options before July 31, 2025.

Option 1: submit proof of low-income eligibility

To retain the 50% discount, low-income eligibility documentation and a new Monthly EV Application must be submitted in-person to the Revenue Division counter during office hours no later than July 31, 2025.

Documents must be presented at the counter, but they will not be photocopied or kept on file.  

To retain this discount on an annual basis, submission of low-income eligibility and CA DMV registration reflecting the 100% electric vehicle will be required at the Revenue Division. 

Monthly customers are still required to pay additional fees for any use of EV chargers. Those fees are collected through the driver's ChargePoint app. 

Option 2: retain parking access at standard rate

Monthly EV account holders who are ineligible for the low-income discount must submit a new Credit Card Authorization Form to the Revenue Division counter or by fax to the Parking Division at (916) 808-5115 no later than July 31, 2025. 

Form may be emailed if credit card field on the form is left blank. A representative will contact you to collect information over the phone. 

Please enter the applicable monthly rate for your current garage: 

  • Capitol Garage: $200 
  • City Hall Garage: $200 
  • Memorial Garage: $150
  • Old Sacramento Garage: $135
  • Tower Bridge Garage: $145

 

Option 3: Cancel monthly account

Submit a Change Order Form to reflect the effective cancellation month to Parking Services by email or in-person at the Revenue Division counter.

  • To cancel July parking: Submit no later than June 30, 2025
  • To cancel August parking: Submit no later than July 31, 2025 (July payment at the 50% rate will still be required to retain access through July)

California vehicle code on EV charging

California Vehicle Code section 22511.1 regulates the use of electric vehicle charging spaces. Spaces equipped with electric vehicle equipment are "charging" spaces and not "parking" spaces because these spaces were constructed for the sole purpose of charging an electric vehicle. 

It is a violation of the California Vehicle Code to:

  • leave any vehicle in a charging space if it is not actively charging, or
  • obstruct, block, or bar access to any space intended for electric vehicles

Any vehicle occupying an electric vehicle charging space without actively charging is a vehicle utilizing the space for parking and will be cited.

EV charging rates

Effective July 1, 2024, the Sacramento City Council approved an assessement of charging fees for use of any electric vehicle ChargePoint station at all City-owned facilities.  This includes libraries, community centers, parks, and parking facilities.

Charging fees are only assessed for use of EV chargers and are separate from any  general parking fees. Parking fees apply for access to the parking facility. 

Please check the signs and charger screen at each site for activation and rates. 

Charging rates per kWh

  • SMUD Off-Peak Hours: $0.20 per kWh 
  • SMUD Mid-Peak Hours: $0.25 per kWh 
  • SMUD Peak Hours: $0.30 per kWh
  • Sacramento Valley Station (SMUD meter): $0.25 per kWh transaction fee

Rates per kWh include current SMUD electricity rates, charging equipment maintenance costs, and ChargePoint fees.

Overstay fee: $10/hour overstay fee assessed by ChargePoint on the membership account if the vehicle remains plugged in past the posted time limit at any City-owned facility.

Electric vehicles in City-owned facilities

  • Electric vehicle drivers without a monthly parking pass are charged the parking facility hourly rate and may park in any non-EV parking stall.
  • Use of EV charging spaces require payment of additional fees via the driver's ChargePoint account and are monitored by time limits. 
  • Spaces with EV charging equipment are not parking spaces. 
  • Exemptions provided by the State of California for Disabled Person placard holders or plates do not apply to EV charging spaces. Non-EV vehicles with these credentials are prohibited from utilizing EV charging spaces as parking spaces. 

Accessible charging spaces

Charging spaces adjacent to crosshatched markings or posted with "Van Accessible" signs are open to all EV vehicles and not limited to those vehicles with DP credentials. These EV spaces are not legally restricted for the exclusive use of drivers with DP credentials nor are charging space exemptions reflected on DP placards. Time limits at EV spaces are also enforced. 

Unless no other charging spaces are available, please leave these spaces available as a courtesy for EV drivers with a disability so their vehicles may access the charging space. 

All vehicles utilizing an EV charging space are required to pay any applicable charging fees, regardless of whether they have a disabled person permit or not.

Monthly EV parking

Effective July 1, 2025, City-owned facilities with EV chargers will offer discounted monthly parking permits that are 50% off the already discounted monthly facility rate to individual EV drivers who provide proof of either:

  • Household income level that is at or below 300% of the Federal Poverty Level, or
  • Proof of receipt of any public benefits identified under Government Code section 68632(a)

Monthly parking is subject to availability at each garage and may require joining the wait list. 

The monthly EV parking permit fee allows parking in any legal parking space at that facility.

To apply

Submit the following in-person at the Revenue Division during office hours:

  • Completed Monthly EV Application (if space is available) 
  • Completed Credit Card Authorization Form: If submitting via email, keep the credit card number field empty and a representative will contact you to obtain the number over the phone, or fax completed form to (916) 808-5115.
  • Proof of low-income eligibilty: Either by household income or as recipient of benefits identified under GOV section 68632(a). Registered owner's name on DMV registration must match name on proof of benefits documentation or tax return. 
  • Valid CA DMV registration: Must reflect the vehicle is 100% electric. Hybrids do not qualify. Only the vehicle reflected on the registration may utilize the monthly pass.

Monthly parking is subject to availability at each garage and may require joining the wait list. 

Annual account renewals:
Submission of a current CA DMV registration for the vehicle reflecting that it is 100% EV and low-income eligibilty documentation are required every year at the Revenue Division to maintain the permit. 

Streetside EV charging stations

Electric vehicles occupying charging spaces on the street are subject to all posted regulations, including meter fees, charging rates, and time restrictions. Violation of posted signage or not utilizing the space to actively charge may result in a parking citation. The EV stations are not owned by the City of Sacramento and provided as a paid service by EV charging vendors. 

Spaces that do not have charging equipment but are marked or posted for electric vehicles are EV parking spaces and may occupy the space without the requirement of actively charging. Obstruction of these spaces by other other vehicles to interfere with use of these parking spaces is a violation of the California Vehicle Code.
